Started as a Planning Assistant in the DENR in 1990. He rose through the ranks and held various positions namely: Chief of the Legal Division in DENR Region I in 1999; Assistant Regional Executive Director for Legal Service in 2000; Regional Technical Director for Lands in 2003 and OIC-Assistant Director of the Land Management Bureau in 2005. he has undergone a scholarship program on Real Property Studies in Australia from January - December 2007. In September 2008, he re-assumed as OIC-Assistant Director of LMB. Atty. Barcena is a Career Executive Service Officer (CESO).
