3. a history of local level inter-agency cooperation as a foundation for strengthened partnership; capacity to deliver sustainable partnerships at Municipal, NGA, and community levels

4. active program of community development and complementary national projects

5. accessible location

6. good peace and order situation

“Plus” Requirements

7. medium-high economic activity

8. accurate cadastral surveys and records available, including high resolution aerial photography

9. community acceptance based on awareness and need for tenure security

10. minimum land disputes

11. preference for no timber/forest/IP land boundary issues
